What We Can and Cannot Do

project‑KANO is not a “magic project” that can solve everything.
From the beginning, we clearly define what we can do
and what we cannot do.

What We Can Do

• Propose a set of common rules that Japan and Taiwan can both adopt
• Design the technical architecture that supports those rules
• As an NPO, create a neutral platform that connects:
• Government agencies
• Private-sector organizations

• Civil society

• Through pilot programs and proof‑of‑concept projects,
  we can make visible:

• What works in practice
• Where institutional barriers exist

project‑KANO provides a realistic blueprint
for cooperation without altering sovereignty or political structure.

What We Cannot Do

• Conduct diplomatic negotiations on behalf of any state
• Make decisions related to national security or military affairs
• Directly create or amend laws
• Represent any political party or ideology

project‑KANO is not a political actor.
It is a designer of institutional and technical frameworks
that help reduce friction and support peaceful cooperation.

Why It Still Matters

Even without legal authority,
there is great value in presenting
a concrete, implementable design
that is rational for both societies.

• Not abstract slogans
• Not vague ideals
• But a practical architecture that can actually work

By lowering the cost of consensus,
we create space for peaceful choices.
